2. The United Nations recognizes the decisive and central role of the World Tourism Organization, as an intergovernmental organization, in world tourism, as enshrined in its Statutes.

DMOs should advertise the existence of their e tourism website.

In terms of reservation services, the majority of DMOs in developing countries support the promotion of tourism in their country mainly by advertising the contact details of tourism providers.

Civil society recognizes the important contributions to sustainable tourism made by the United Nations World Tourism Organization and the United Nations Educational, Scientific and Cultural Organization.

3. Convinced that tourism can contribute significantly to the pursuit of the shared objectives of achieving sustainable development and poverty eradication, the United Nations notes that, in accordance with its Statutes, the World Tourism Organization shall pay particular attention to the interests of the developing countries in the field of tourism.

Mr. Ahmed (World Tourism Organization) said that the conversion of the World Tourism Organization into a United Nations specialized agency was further recognition of the potential of tourism to contribute to the achievement of the Millennium Development Goals.

2. The World Tourism Organization recognizes that the United Nations is the central agency for the collection, analysis, publication, standardization and improvement of tourism statistics serving the general purposes of international organizations.

Officials of the World Tourism Organization shall be entitled, in accordance with such special arrangements as may be concluded between the Secretary General of the United Nations and the Secretary General of the World Tourism Organization, to use laissez passer of the United Nations.

A review of the status of e tourism initiatives undertaken by national DMOs in LDCs, based on an informal survey of national tourism websites, highlighted the main challenges encountered in the development of an effective DMS. Resilient barriers still hamper DMOs' efforts to fully exploit the potential of the Internet and compete on an equal footing.

Experts came from tourism and ICT ministries and other ministries and agencies involved in ICT and tourism issues, as well as from the tourism industry, from regional and international organizations and from civil society.

3. Such requests may be addressed to the International Court of Justice by the General Assembly or by the Executive Council of the World Tourism Organization acting in pursuance of an authorization by the General Assembly of the World Tourism Organization.

Having regard to the aim of the World Tourism Organization, as defined in article 3, paragraph 1, of its Statutes, and with a view to coordinating the activities of the World Tourism Organization in this field with the operations of the information services of the United Nations, supplementary arrangements regarding these matters shall be concluded between the United Nations and the World Tourism Organization.

In this regard, an evaluation scheme for tourism websites, which might be of use for benchmarking by developing countries, was launched at the General Assembly of the World Tourism Organization in November 2005.

2. The General Assembly of the United Nations authorizes the World Tourism Organization to request advisory opinions of the International Court of Justice on legal questions arising within the scope of its competence other than questions concerning the mutual relationships between the United Nations and the World Tourism Organization or other specialized agencies.

The distribution of tourism products on the Internet complements traditional distribution channels (travel agents, national tourism offices, tourism producers, call centers, etc.) because a large number of DMOs do not yet have the capacity to develop an effective e tourism website and cannot rely only on uncertain online revenues.

Affirms the importance of studying the establishment of OIC Tourism Centre in promoting the development of tourism amongst Member States.

At its February 2005 meeting, the Interagency Coordination Group on Tourism Statistics considered proposals to update the Tourism Satellite Account Recommended Methodological Framework,2 and the 1993 United Nations World Tourism Organization recommendations on tourism statistics.

Eco tourism, cultural and natural heritage tourism, health and medical tourism and adventure tourism are some of the tourism niches that are increasingly marketed by destinations and tourism enterprises in developing countries.

It represents a growing distribution channel, complementary to traditional ones, for consumers, tourism enterprises such as hotels, transport companies, leisure companies and distributors, including travel agencies, tour operators and DMOs.

7. Representatives of the World Tourism Organization shall be entitled to participate, without vote, in the deliberations of the General Assembly or any committee thereof established by it, at all times when the budget of the World Tourism Organization or general administrative or financial questions concerning the World Tourism Organization are under consideration.

Effective marketing channels include destination management organizations and tourism boards, tour operators, guidebooks, media, certification schemes, travel fairs, such as the so called business to business (B2B) and business to consumers (B2C) fairs, internet retailers and consumers' organizations.

The main beneficiaries of a DMS are potential travelers, the providers of tourism products and services, national travel agents and outbound travel agents, national tourism institutions, IT providers and investors.

According to the World Tourism Organisation, 85 per cent of accommodation enterprises in developing countries are small and medium size.
