Ms. Donovan (International Labour Organization (ILO)) said that the elimination of child labour was an attainable goal towards which her organization was working by means of international labour standards and technical cooperation.

The applicable international instruments governing labour conditions referred to in the Convention, article 94, paragraph 3 (b), consist of the body of maritime labour standards of the International Labour Organization (ILO) which includes the ILO Conventions on the Repatriation of Seafarers and the Merchant Shipping (Minimum Standards) Convention (No.147).

Some business and other participants recognized a responsibility to respect international standards when national standards were lacking, particularly in the area of labour standards.

However, given its global dimension, some international standards have been developed on certain issues, such as labour standards and training of personnel.

The main objective was to apply a principal classification structure based on the ILO international standard classification.

17. The International Programme on the Elimination of Child Labour (IPEC) provides ILO with an operational arm to assist countries in formulating national policies on child labour in line with international standards and to build the national capacity to combat child labour.

Finally, the ILO Governing Body extends an invitation to international NGOs which meet certain established criteria to attend the different ILO meetings for which they have demonstrated a particular interest.

Pursuant to Article 67 of the 102nd Convention of the International Labour Organization the unemployment benefit is below the minimum norms prescribed by the Convention (see the table).

The Governing Body of the International Labour Office (ILO) took a decision to include in the Agenda of the session of 1998 of the International Labour Conference the question of child labour with a view to adopting new international labour standards in 1999, aiming, as a priority, at promoting measures to put immediately an end to the intolerable exploitation of children in a certain number of situations.

The DR CAFTA pays lip service to international labor standards as enshrined in the International Labor Organization s core labor rights, but promptly throws them overboard. 15. The number of countries which have ratified International Labour Organization (ILO) Convention No. 138 on Minimum Age has increased to 64 the number of ratifications of ILO Convention No. 29 on Forced Labour has increased to 146.

It is necessary to benchmark the international advanced standards and promote the quality of industrial products.
