At national level, the responsibility of coordinating the sources of financing (both internal and external) rests with the government.

In many of those countries, external resources were required in order to create conditions that would attract foreign direct investment.

Small island developing States have open, small scale economies with limited resources, and are highly dependent on external markets and resources.
