After slowing its dam building program in response to the serious environmental consequences of completion in 2006 of the Three Gorges Dam the world s largest China is now rushing to build a new generation of giant dams. At a time when dam building has largely petered out in the West and run into growing grassroots opposition in other democracies like Japan and India China will remain the nucleus of the world s mega dam projects.

So what you see here is the Three Gorges Dam, and this is the largest dam by 50 percent ever attempted by man.

A Breach in the Eurozone Dike

Beaver dams, yes. Hoover Dam, no.

Most of China s dams serve multiple functions, including generating electric power and meeting manufacturing, mining, irrigation, and municipal supply water needs. By ramping up the size of its dams, China now not only boasts the world s largest number of mega dams, but is also the biggest global producer of hydropower, with an installed generating capacity of 230 gigawatts.

Displacements were also caused by major development projects, such as large dams or mines.

The current dam building plans threaten the Salween River s Grand Canyon a UNESCO World Heritage site and the pristine, environmentally sensitive areas through which the Brahmaputra and the Mekong flow.

The bank secured the city from a flood.

At the same time, the navigation scheduling management waters were adjusted from the 180 kilometer waters close to dam to the 541.8 kilometer waters from Yunyang Yangtze River Bridge to Shishou Yangtze River Bridge in the Scheduling Regulation . And the core waters , water close to dam , control waters and scheduling waters were divided.

Those dikes have burst. People wade through law all day long.

Indeed, Chinese scientists blamed the massive 2008 earthquake that struck the Tibetan plateau s eastern rim, killing 87,000 people, on the newly constructed Zipingpu Dam, located next to a seismic fault. The weight of the water impounded in the dam s massive reservoir was said to have triggered severe tectonic stresses, or what scientists call reservoir triggered seismicity.

In some parts of California and Texas, a portion of the water supply is provided to consumers for almost nothing delivered by a network of dams, reservoirs, and aqueducts that were built decades ago. The Hoover Dam, for example, which created Lake Mead, the largest reservoir in the US, was built in 1936 during the Great Depression as part of the New Deal.

In western Pakistan nearly three weeks of heavy rains resulted in severe flooding, which in turn led to the collapse of a major dam in Sind province.

These three international rivers originate on the Tibetan plateau, whose bounteous water resources have become a magnet for Chinese planners. The Salween, which runs from Tibet through Yunnan Province into Burma and Thailand, will cease to be Asia s last largely free flowing river, with work on the first project the giant, 4,200 megawatt Songta Dam in Tibet to begin shortly.

Thein Sein s decision to halt the project is clearly an important policy shift. It is also a signal to the outside world that Burma s new government may be much more willing than any of its predecessors to heed both public pressure and international opinion, both of which vehemently opposed the dam s construction.

And then they got the Aswan Dam. They got electricity in their homes, they increased education and they got primary health care.

After the enforcement of new regulations, the plan of security check would be released once every day at 9 00 and 21 00, and the plan of passing dam would be released once every day at 14 00 and 20 00, so that the ships could flexibly arrange the plan of passing dam.

And they asked me to join a crowd of people that were running up and down this embankment.

On the first day of enforcing the new regulations, the navigation in Three Gorges Gezhouba waters was in good order.

Imagine the staggering cost of protecting this vital infrastructure with levees.

Obviously, Myanmar s new government does not want to aggravate sentiment in its already unstable border areas, where rebel groups were using the dam project to rally new supporters. The new government s effort to share power with political forces in Myanmar s volatile regions, and thus weaken local warlords, clearly contributed to the decision to halt construction.

With its industry now dominating the global hydropower equipment market, China has also emerged as the largest dam builder overseas. From Pakistani held Kashmir to Burma s troubled Kachin and Shan states, China has widened its dam building to disputed or insurgency torn areas, despite local backlashes.

Chen Dongyuan, the deputy director of Three Gorges Navigation Authority, said that the Scheduling Regulation played an active role in promoting the management of crossing lock in an honest way, relieving the pressure of ships waiting for crossing the lock in the dam region, and improving the navigation capacity.

And we started with the stream and built the house along the stream dammed it up to make a lake.

No other country has ever managed to assume such unchallenged riparian preeminence on a continent by controlling the headwaters of multiple international rivers and manipulating their cross border flows. China, the world s biggest dam builder with slightly more than half of the approximately 50,000 large dams on the planet is rapidly accumulating leverage against its neighbors by undertaking massive hydro engineering projects on transnational rivers.

One innovative technique is the use of underground dams to capture water flowing in shallow aquifers.

But then the monsoon arrives, and unfortunately downriver there is always a dam or there is always a barrage, and, shoop, they get washed down to their doom.

The Myitsone and Mekong episodes highlight China s suddenly edgy relations with its southern neighbors. Its good neighbor policy, it turns out, has steered China s regional diplomacy into uncharted waters.

Experiments in water management focus on the development of water harvesting techniques, the promotion of desalination plants and dam construction.

So there's a long history of extraordinary state infrastructural projects in China, which I suppose helps us to explain what we see today, which is something like the Three Gorges Dam and many other expressions of state competence within China.

Take this flood prevention bank for example, the dam may collapse at any moment when flood hits, and the flood would rush into houses of residents living along the bank. Now we use cement to infill a solid dam so that we could transfer residents along the bank with ease in the case of flooding in a bid to reduce property losses.

A project has been undertaken to select seven sites for potential dam construction in different areas in Jordan in collaboration with the Jordan Valley Authority.
