One of the reasons for this trend is that expenditure in connection with increasing unemployment has been on the rise, with considerable increases primarily in spending on unemployment benefits and job creation schemes.

Phelps key observation in macroeconomics was that the relationship between inflation and unemployment is affected by expectations, and since expectations themselves are endogenous they change over time so, too, will the relationship between unemployment and inflation. If a government attempts to push the unemployment rate too low, inflation will increase, and so, too, will inflationary expectations.

The employment rate for indigenous women also increased between 1996 and 2001 (by 2.7 percentage points to 36.7 per cent), while the unemployment rate for this group fell by 2.6 percentage points to 17.6 per cent.

At the same time, unemployment among women exceeds, as before, unemployment among men (which is 7.2 ).

It is not true that automation has caused the rise of unemployment since 2008. What is noticeable, though, is that structural unemployment the unemployment that remains even after economies have recovered has been on an upward trend over the last 25 years.

The manufacturing growth rate had risen to 9.2 per cent in the previous six months.

As a result, unemployment is averaging 10 this decade and has not been below 8 for 20 years. And, while the overall level of unemployment has remained stable albeit at a shockingly high level the unemployment rate among young men (in the 16 24 age group) jumped from 15.3 in 1990 to 21.4 in 2005.

Over the years the share of this age group in the total number of unemployed persons has risen markedly.

But after inflation succumbed, unemployment did not fall or not by much. If unemployment was not stuck quite at Great Depression levels, it remained high enough to make long term joblessness or the fear of long term joblessness a defining experience.
