We consider measures to unify the separate security structures into the Department of Safety and Security as well placed.

In its resolution 59 276, the General Assembly specified measures to strengthen the security and safety of the United Nations system, including field security arrangements at all duty stations worldwide, and to unify the separate security structures into the Department of Safety and Security.

Resolution 59 276, section XI, has also brought the security management components of the former Office of the United Nations Security Coordinator (UNSECOORD), the Safety and Security Service at Headquarters as well as such services at offices away from Headquarters, and the civilian security component of the Department of Peacekeeping Operations into a single security management framework.

(b) Security, safety and emergencies.

Security is provided at all times, and the confidentiality of services rendered is ensured.

In resolution 59 276 of 23 December 2004, the General Assembly created the Department of Safety and Security (DSS), which involved the merger of UNSECOORD, the Safety and Security Service, and the field security component of the Department of Peacekeeping Operations.

With regard to recommendation 1, the Safety and Security Section at the United Nations Office at Geneva (UNOG) submitted an updated security strategy and final plan to the security project management team in April 2005, prior to its finalization and submission for approval by the Department of Safety and Security.

The establishment of the Department of Safety and Security entails the elaboration of new security and safety perspectives, policies, procedures and techniques.

In discussing security, the primary focus should be on security in the field.

(b) Safety and security activities that could compromise the safety and security of delegations, staff and visitors may not be considered for outsourcing

The UNCC secretariat has given due consideration to the safety and security of records, and reports concerning safety and security conditions that have been made by the Security Services at the United Nations Office at Geneva and at Headquarters.

The head of the Division also provides a professional head for the United Nations uniformed security service personnel.

Those systems, which will be accessed through secure portals, will include key security related information, such as the Department's travel advisory, security phases, country focal points and contact details.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

The Department sponsors a Security Information Group composed of the following offices and departments of the Secretariat the Department of Political Affairs, the Department of Peacekeeping Operations, the Department of Safety and Security and the Office for the Coordination of Humanitarian Affairs.

Increased security arrangements for the Secretariat were carried out during the past year, including the establishment of a Department of Safety and Security which came into effect in January.

The insurer may, with the consent of the insured, take safety preventive measures to protect the subject matter of the insurance.

The total resource requirements for UNAMSIL for the financial period 1 July 2005 to 30 June 2006 have been linked to the Mission's objective through a number of results based frameworks, grouped by components substantive civilian, military, civilian police and support.

The new Department, headed by an Under Secretary General, amalgamates the former Office of the United Nations Security Coordinator, the Security and Safety Service and the security component of the Department of Peacekeeping Operations.

Integrated nuclear security support plans were central to the implementation of IAEA nuclear security activities.
