As the Security Council had decided that the terms and conditions of service of the Rwanda Tribunal judges should be the same as those of the former Yugoslavia Tribunal judges, the Rwanda Tribunal judges requested compensation comparable to that paid to former Yugoslavia Tribunal judges.

Other reports add that, of these, four are judges in the family court and one is an assistant judge in the general court.

In 1996, 124 of the 435 magistrates in the higher district courts were women, and there were 33 women magistrates, out of a total of 114, in the administrative courts.

The President of the Tribunal is Judge Erik Møse (Norway), and the Vice President is Judge Arlette Ramaroson (Madagascar).1

3. The Tribunal shall elect its President and its two Vice Presidents from among its members.

Briefings on the operations of the Tribunal included presentations by the President of the Tribunal, the Prosecutor and the Deputy Prosecutor, the Chief of Investigations, the Chief of the Security and Safety Section, the Registrar and the Deputy Registrar, the Chief of the Budget and Finance Section and the Commanding Officer of the Detention Unit.

The pension benefit for the judges of the International Tribunal for the Former Yugoslavia and the International Criminal Tribunal for Rwanda, would be based on that applicable to the judges of the International Court of Justice, prorated to account for the difference in length in the terms of appointment, that is to say, nine years for the members of the International Court of Justice versus four years for the judges of both tribunals.

This development has affected each organ of the Tribunal Chambers, the Office of the Prosecutor and the Registry.

However, it follows from the ICTR Statute that a Trial Chamber Section must be comprised of both permanent and ad litem judges.

A draft proposal has been sent to the Registrar for consideration and approval, in consultation with the President of the Tribunal.
