The document dated 28 February 2004, entitled Completion Strategy of the Office of the Prosecutor , was the result of this review.

The team included experts from Ghana (paper review), the Netherlands and the International Energy Agency.

The approach proposed by the division included vetting, authentication of documents, investigations and training.

Based on that information, investigators recovered 21 binders of documents, records and other evidence from the Sûreté Générale and questioned several witnesses.
