Trade distorting subsidies such as those for cotton and sugar need to be addressed.

It is agreed that the proposed SSA should provide stricter disciplines on steel subsidies than those in the WTO ASCM, taking into account the needs of the developing countries, and that all subsidies to steel producers (except for generic subsidies available to all industries) should be banned.

The WTO Agreement on Subsidies and Countervailing Measures (ASCM), permits generic subsidies (available to all industries) and prohibits export subsidies and subsidies contingent on the use of domestic merchandise that are granted to specific sectors.
