The housing policy is placing emphasis on housing for young families, social housing, mobilizing foreign capital, development of a capital market for housing and the development of mortgage and housing insurance institutions.

261. In the field of housing and urban development, the issue is to adjust housing and the urban living space to the needs of children.

The country has achieved a considerable improvement in housing conditions both in terms of living space and standard of dwellings but is now placing a special emphasis on increasing the production of rental and cooperative housing, increased renovation of existing housing, developing the housing finance system and promoting the stability of the market for rental housing.

However, housing supply seriously lags behind demand and over 4 million urban families have been characterized as in need of adequate shelter.

The national housing programme has the objective of forming an efficient housing market and modernizing the construction industry.

In improving housing for the urban poor, Governments can assume two functions facilitating housing provision and improvement by individuals and private entrepreneurs and directly providing affordable housing to the poor.

Housing policies focus on improving the operation of the housing markets, promoting rental housing, improving the access to financing, promoting housing rehabilitation and achieving an environmentally sound and energy efficient operation of the construction sector.

And that means fixing our broken housing market.

At the present time, the main operational activity of the Centre in relation to the Global Shelter Strategy, is the application of the Urban and Housing Indicators.

The implementation of the national shelter strategy is slow and housing production levels have fallen behind the rate of growth of the population, particularly in the urban areas.

280. In urban renewal, the municipalities frequently hand over the task of preparing plans, assigning replacement residences, demolishing homes and supervising the necessary establishment and modernization works to an urban renewal society.

4. Recommends that Governments extend the application of urban and housing indicators to cities and rural settlements for monitoring the progress of their national shelter strategy and the performance of the shelter sector, taking into account local conditions and sensitivity to gender considerations

Botswana is extending the coverage of its self help housing programme which has produced more than 50 per cent of the housing stock in the urban areas and provides housing for some 63 per cent of the urban population.

In December 2003 the national, state and municipal housing departments reported a total of 627,694 loans taken out, of which 72.2 per cent were for the purchase of housing and 27.8 per cent for the improvement of accommodation and other types of financing.

Municipalities construct housing units on municipal plots using funds from the Housing Construction Municipal Fund.

In order to improve housing conditions for the urban poor, the Government is proposing two programmes for the next five years urban renewal and public rental housing construction.

An additional 46,300 housing units are planned for the entire city.
