Equity markets have performed well globally in an environment of falling interest rates, low inflation and healthy growth in corporate profits.

It nurtures a pro business environment that encourages enterprise formation and growth, facilitates the growth of industries, enhances the productivity, innovation and capabilities of enterprises, and helps increase access to markets and business opportunities.

If things worked better because you actually had somebody organizing them, you had firms, if you wanted to be in the market or you had governments or sometimes larger non profits in the non market.

Market power does not always have negative repercussions, but it can have negative implications when it hampers the capacity of suppliers to compete.

While that is also true of many for profit companies, the market trumps their leaders preferences. If customers or shareholders walk away, the board hires new managers or sells the company to someone who can run it better.

But profitability should not be an end in itself it is a tool to help managers determine the most effective use of their resources and gauge the company s competitiveness and vitality. So instead of just paying out dividends, companies should use their profits to bolster their long term viability.

First, steel prices on the international market have been more attractive than on the domestic Chinese market (the elimination of the export rebate should reduce the attractiveness of exports).

Given the government s proven capacity to intervene, the default option during a crisis has been to rely on administrative measures rather than on market forces. To allow disorderly self correction by markets would require confidence at all levels of governance, from the central government to village administrations, and among SOEs.

The size of these enterprises is an additional constraint on their ability to self finance their development, including their limited capabilities for tapping international financial markets.
