It has to be safe.

But it has to be safe exploration.

And the Security Council must be effective.

In the meantime, don't do anything silly.

Security of the sea lanes must be enhanced.

Among those changes, the core must be the reform of the Security Council.

Agriculture in the twenty first century would need to be sustainable and safe.

Improvement in the security situation must be consolidated.

Emphasize the need to enhance border security.

In doing so, we must, however, keep in mind the overall responsibility for international peace and security vested in this Security Council.

I could hardly fail to urge the no less fundamental expansion of the Security Council.

Israelis need to be assured of their security, and Palestinians need to be provided with hope.

We must effectively address global insecurity.

However, changes will have to be wide ranging and take account of the need to face important issues, such as the reform of the Security Council.

This is why it is essential and urgent that the Security Council take action.

Peace must enhance security for all concerned.

First, peace must come with security.

Global security must be advanced on a multilateral and multidimensional basis.

Equally important was the need for more secure management of existing stocks of fissile materials.

The security of Iraq must be the sole responsibility of an independent and sovereign Iraq.

These requirements are confidence building measures have to be universal, comprehensive and non discriminatory they must ensure equal rights and obligations for all States they must address the legitimate security concerns of all States.

A stable and just peace must be built on a strong basis of comprehensive security arrangements that take due account of the apprehensions, concerns and viewpoints of all parties.

In addition, adequate security assurances must be provided.

Thirdly, we must agree on reforming the Security Council.

In the words of the Secretary General, the human family will not enjoy security without development, will not enjoy development without security, and will enjoy neither without respect for human rights (A 60 341, annex II).

The Security Council must clearly demonstrate its will to enforce the decisions taken by it.

Since the Security Council is the principal instrument of the international community in the area of collective security, I must emphasize here that any reform must be the fruit of ratifiable global consensus and must in no way diminish the Council apos s capacity for prompt and effective action to maintain international peace and security.

But a report of the Secretary General that comes before the Security Council, particularly in an era of application, must be based on information that is verified, and it must have credibility and, above all, objectivity.

The Middle East needs a restructured security architecture built on the foundation of cooperation in the field of security, whereby each State will be reassured of the safety of its population and its peaceful existence, allowing the development of normalized relations and bringing prosperity to all.

And we must, of course, get down to reforming the Security Council.

Security Council reform has no alternative but to focus on creating the best collective security system possible.

For the Security Council to remain the primary body in our collective security system, its legitimacy and effectiveness must be assured.

Thirdly, the Security Council needs to be more representative of the entire membership.

It gives equal weight and attention to the three great purposes of the Organization development, security and human rights, all of which must be underpinned by the rule of law.

It underlined that the United Nations must be ready and able to face all threats to collective security.

A new security approach is therefore required to contain these threats.

We believe that an expanded Security Council must include Japan.

It was imperative for the international community to ensure their safety and protection.

The composition of the Security Council must reflect those fundamental changes.

It is essential that sufficient funds be identified to conduct safe and successful elections.
