I think that someone was asking what we are doing we are still, I think, on item 4 of our provisional agenda for this organizational meeting, meaning the provisional agenda for the substantive session of the Disarmament Commission for 2005.

I know that the Journal said that we had scheduled only one meeting this morning, with nothing this afternoon.

There have been three themes, haven't there, running through the conference, which are relevant to what I want to talk about.

We urge all States Members of the United Nations to attend that meeting.

We hope that this First Committee session will be fruitful.

I do not remember this as being a usual practice in this Conference.

It's valuable advice. I'll have to think it over.

We hope that all delegations in this room will be represented at that meeting.

But we are holding an organizational meeting, in the course of which it was determined that, since we do not have an agenda for substantive work, we would prolong the meeting in order to discuss the agenda.

We would like to stress that the resolutions and decisions adopted in these meetings can be meaningful only if Member States ensure their full implementation.

The Secretariat has just informed me that we do not have a conference room in the afternoon and is suggesting that perhaps we should have informals tomorrow morning.

The process of preparations for the September summit is governed by the General Assembly resolutions regarding the modalities for our work.

There is, as far as I know, no provision in the conference services for any organizational meeting for this year.

Here I would like to take this opportunity to reiterate our invitation to all Member States to join us in making the Bonn Conference a success.

I shall have an opportunity to report on that matter later during the proceedings.

If there are no other speakers, I shall adjourn this meeting.

We consider the September summit to be a two tiered event.

I won't squawk if you got a search warrant.

We look forward to examining all the relevant issues during this Conference.

Please, therefore, accept my very best wishes for an effective, successful and productive session.

We have not been able to achieve an agreement on the programme of work in this session.

We find the topic of today's debate useful and relevant to that of last week's Security Council summit.

We can thus conclude that we now have an agenda for the Commission's 2006 substantive session.

I did not propose next week because this is an important subject, and we have to be able to consult our capitals and come prepared.

So we will have two questions to study in the informal consultations without going back to the plenary because, as I have already said, I have no instructions, and so if we come back to the plenary, we cannot have any positive results, so what is the point in coming back?

Our experience has demonstrated that many of these States are frequently unable to send representatives to Geneva to present reports submitted to the Committee. Chapter I contains a decision recommending the convening of periodic meetings in New York, and another decision recommending that the duration of one of our annual sessions be extended.

Allow me also to congratulate our Co Chairpersons for their effective leadership of this meeting, which I am confident, will be successful.

I repeat we are holding an organizational meeting, which has its own agenda the Journal for that day made clear that it was an organizational meeting.

As members are aware, for this morning's meeting we have 40 speakers inscribed on the list and for the afternoon meeting we have 44 speakers.

If this is not the case, I shall now suspend this plenary meeting and convene an informal plenary meeting devoted to the consideration of the draft annual report.

We will have four weeks for work up to the date of the end of the present session.
