The third situation, the one with which this report is concerned, regards the population of sovereign States.

The adoption of the national gender policy was another milestone during the period under review.

During the period under review, the Working Group received some 551 new cases of disappearance in 28 countries.

Excluding seizures made during arrests for heroin possession, 40 per cent of heroin seizures involved the arrest of Europeans, 37 per cent involved the arrest of nationals of countries in the Near and Middle East, 22 per cent involved the arrest of Africans, 1 per cent involved the arrest of nationals of countries in the Americas and 1 per cent involved the arrest of nationals of countries in Asia and the Pacific.

Mr. Monagas (Venezuela), referring to the topic of the nationality of natural persons in relation to the succession of States, said that since the draft articles adopted by the Commission stemmed from a desire to reconcile the interests of individuals with the rights and obligations of States involved in a State succession, they should facilitate not only the drafting of national legislation but also negotiations between States involved in a succession of States.

By contrast, obligations erga omnes related to the opposability of the obligations to all States, in particular to the right of every State to invoke their violation as a basis for State responsibility.

The promotion of policies and actions leading to global sustainable development ought to be the concern of all countries.
