In a 2001 decision in Royal Hawaiian Movers, Inc., for example, the Government Accountability Office (GAO) held that the purchasing agency could properly reopen a competition, after an ERA had closed, to accept revised price proposals in order to correct an ambiguity in the solicitation that one of the offerors had protested to the agency.
