69. The Committee welcomes the submission of the report but regrets that it does not follow the Committee s reporting guidelines.

In preparing the report, the working group followed the guidelines of paragraph 2 of article 18 of the Convention, as well as the Report Preparation Guidelines.

Like the two previous reports, the present report follows the general pattern of the articles on responsibility of States for internationally wrongful acts.

The Committee welcomes the submission of the second periodic report of the State party, which was prepared in general conformity with the Committee's guidelines.

It adhered to the structure of the Monterrey Consensus and followed the order of the six basic sections defined therein.

In its first national communication Latvia has followed the reporting guidelines for national communications to the extent possible.

The Member States had to be reassured that the special rapporteurs were guided by and adhered to the basic principles that were reflected in the various resolutions adopted by the Commission.
