The table contained in annex VIII shows the breakdown between pre dissolution arrears and post dissolution arrears.

The post dissolution arrears, that is those for the period from 27 April 1992 up to 1 November 2000, should be written off.

The Government still owed arrears of salaries to civil servants.

In that respect, the great volume of arrears and outstanding debts of former Member States was unacceptable.

Since 15 June 2004, Côte d'Ivoire has accumulated significant arrears on its debt obligations to the World Bank and, on 1 November 2004, it fell into non accrual status.

At that time, 113 Member States owed a total of 80 million.

A Member of the United Nations which is in arrears in the payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.

At the same time, there are cases of wage arrears. For example, the total arrears for wages as of 1 February 2003 for all sectors of the economy was 29.1 million somoni.

Notices are regularly sent to member States reminding them of the arrears.

The buyer was ordered to pay the outstanding amounts owed on the contract.

Accordingly, it is clearly not possible to look to that State for settlement of its outstanding assessed contributions.

Documentation had been improved and the receivables outstanding for 2003 had dramatically reduced.

With regard to the payment of arrears, Jordan rejected any punitive measures, since the vast majority of States in arrears were developing countries that were unable to pay their contributions owing to extenuating circumstances.

The sum represents money owed to the Member States that contribute the troops who make up the Force.

Debt to troop and equipment contributors is also expected to rise again.

Urging and expecting all Member States currently in arrears to fulfil their duties under international law and to settle those arrears promptly and in full,

They have also accumulated large protracted arrears with the international financial institutions.

Belarus had paid a large part of its arrears in 2003 2005.

However, a number of technical issues regarding the exact amount of its arrears were still pending.

The foreclosure relief plan is off to an even slower start, and is likely to run into numerous problems concerning how to rework delinquent mortgages without inducing a lot more delinquencies.

However, the Group was pleased to note that 38 Member States, including six of the least developed countries, had made full payments and that 42 Member States, including five of the least developed countries, had made partial payments.

With regard to the payment of arrears, he drew attention to the technical suggestions contained in paragraphs 68 and 69, which would facilitate both the payment of arrears and the work of the Secretariat and the Committee on Contributions.

19. Encourages Member States in arrears with their assessed contributions to the United Nations to consider submitting multi year payment plans.

Member States in arrears should make an effort to submit plans to the Committee on Contributions.

Often they had to travel to the capital to collect their salary arrears of several months at a time.

In November 2005, State schools remained closed, as teachers continued to demand payment of salary arrears.

It was to be hoped that both current and former Member States in arrears would take action to settle the outstanding amounts, so that the organization's activities could be properly supported.

However, the uncertainty over the timing of the disbursement of 2005 budgetary support and low revenue projections until the next cashew harvesting season in April May 2006 make the build up of further salary arrears, which are already rising, a worrying possibility.

I appeal to all Member States to pay their assessments promptly and in full, and to clear all remaining arrears.

(c) Welcomes the commitment of Afghanistan to settle its arrears, as reported in document GC.11 16

The discussion concerning measures to encourage the payment of arrears also gave rise to grave concern.

Further, a large number of enterprises are poorly run and pay low salaries, which are very often several months late.

If more is received, the anticipated level of debt to Member States could be cut further but if less is received, then debt to Member States might be higher.

Finally, based on the dates of the various transactions, the proposal by the representative of Ghana and the Secretariat's understanding of the process of allocation of the pre dissolution arrears set out in paragraph 20 above, the table contained in annex IX shows the distribution of the pre dissolution arrears among the five successor States.

In accordance with article 184 of the Convention and rule 80 of the Rules of Procedure of the Assembly, a member of the Authority that is in arrears in the payment of its financial contribution to the Authority shall have no vote if the amount of its arrears equals or exceeds the amount of financial contribution due from it for the preceding two years.

52. Invites those organizations of the United Nations system which are currently in arrears with their contributions to the United Nations under the present cost sharing arrangements to take steps to ensure prompt payment of the outstanding sums

The table contained in annex VI shows the net amount outstanding for the former Yugoslavia on 27 April 1992, that is, the pre dissolution arrears specified under the proposal by the representative of Ghana.

No other Member States have so far submitted payment plans or schedules for the elimination of their arrears.
