The risks facing human rights defenders are believed to have prompted several organizations to suspend their activities.

A Human Rights Council would, together with the International Criminal Court, enhance the effectiveness of mechanisms to promote and defend human rights.

Each State has, of course, ample right independently to select the most efficient means of protecting its own national interests, including the right to participate in regional security organizations.

To safeguard human rights, it is crucial to revitalize human rights mechanisms, promote their work and establish new machinery, including a Human Rights Council.
