These include drainage, drinking water, electricity, roads and quality health services.

For five Parties, whose total 1990 GHG emissions represented 13 per cent of emissions from Annex I Parties, emissions were lower in 1995, ranging from 21 to 4 per cent below the 1990 level (the largest reductions being reported by Parties with economies in transition).

Aquifer States shall identify discharge zones of a transboundary aquifer or aquifer system and, within these zones, shall take special measures to minimize detrimental impacts on the discharge process.

The process requires a huge amount of water, which is then pumped into massive toxic tailing ponds.

The most important industry in terms of emissions is cement manufacture.

The level of emissions varied widely among reporting Parties.

N2O emissions are projected to increase by about 10 per cent in 2000 compared to 1990 levels.

They shall also ensure adequate quality and sufficient quantity of discharge water to protect and preserve outside ecosystems dependent on the aquifer or aquifer system.

Owing to limited freshwater supplies, salt water is used extensively for non domestic purposes, including firefighting and sewerage.

The fastest growing source of CO2 emissions for the majority of Parties was transport, where emissions were increasing even for some of those Parties which in 1995 registered lower levels of total CO2 emissions than in 1990.

The periodic reassessment of the emission reductions and their estimates, as well as the sustainability of emission reductions, are criteria for six Parties, respectively.

Emissions of other GHGs are also expected to be higher than their 1989 levels in 2020.

(a) Emission levels achieved before the start of any trading system established under this Protocol can not be used as the basis for emissions trading

The percentage change in emissions ranged from 38 per cent below to 25 per cent above 1990 emission levels in 1995, with about half the Parties reporting increased emissions.

In the event of failure by the Parties to such an agreement to achieve their total combined level of emission reductions, the Parties to such an agreement shall be responsible for their levels of emissions according to the notifications made in accordance with this Article.

(b) Reduce its anthropogenic emissions of greenhouse gases by _ per cent of their 1990 levels by 2005 and

(c) Further reduce its anthropogenic emissions of greenhouse gases by _ per cent of their 1990 levels by 2010.

After a downturn caused by the recession, CO2 emissions were 8 per cent higher in 1994 than in 1990, but for 1995 they were at the 1990 level.

So these outfall pipes have been retrofitted to shut seawater off from entering the system.

In some cases water supply, sanitation and electricity services were not provided or provided only to a limited extent.

Parties included in Annex I to the Convention that fail to return to their 1990 levels of anthropogenic emissions by 2000 shall reduce their anthropogenic emissions by an additional 5 per cent of their 1990 levels by 2005 and then by an additional 5 per cent by 2010.

(c) Emission intensity of GDP the permitted emission level under the QELRO applicable to each Annex A Party should be determined, all other things equal, in inverse relationship to its emission intensity of GDP.

For the nine Parties with increased emissions, which in 1990 accounted for 42 per cent of total GHG emissions from Annex I Parties, the growth ranged from 1 to 10 per cent over the 1990 level.

Achieving the 1990 levels is more likely for CH4 and N2O emissions, which are projected to decrease in most of the reporting Parties.

In that year, 2,328 Gg of CH4 were emitted, as were 67 Gg of N2O, 553 Gg of NOx, 2,337 Gg of CO and 529 Gg of NMVOCs.

The quality assurance teams are finding mines and unexploded ordnance in areas which have been cleared previously, and the original clearance company is reclearing the area until a satisfactory level of quality assurance is attained.

For all reporting Parties, emissions in 1995 were 1.7 per cent above the 1990 level.

Temperature and hydropower adjustments led to a maximum increase of emissions of 3.9 for the year 1990.

Annex I Parties that return greenhouse gas emissions to 1990 levels by 2000 would reduce emissions by 10 per cent by 2005, by 15 per cent by 2010 and by 20 per cent by 2020.

Annex I Parties that fail to return greenhouse gas emissions to 1990 levels by 2000 would reduce emissions by 15 per cent by 2005, 20 per cent by 2010 and 25 per cent by 2020.
