The Expert Group met from 10 to 14 March 2003 in Research Triangle Park, North Carolina, United States of American (report of the first session, UNEP POPS INC.7 6), from 8 to 12 12 December 2003 in Villarrica, Chile (report of the second session, UNEP POPS EGB.2 3), and from 11 to 16 October 2004 in Tokyo, Japan (report of the third session, UNEP POPS EGB.3 3).

Further work on the enhancement or strengthening, as appropriate, of the guidelines on best available techniques and provisional guidance on best environmental practices relevant to the provisions of Article 5 of the Stockholm Convention on Persistent Organic Pollutants.

As a youth representative, I fully support these actions and hope that all Member States can learn from the results achieved so far by the Youth Employment Network, and especially from best practices provided by lead countries.

Successful practices and innovations can be effectively transferred to other jurisdictions, and there is ample evidence that it can be done.20 In order to facilitate the replication of a best practice in a specific national context (and once all of the above criteria have been satisfied), it is very important to identify a set of measures that can assist interested Governments in the transfer process and plan to use the acquired knowledge and to put it into practice.

The Expert Group on Best Available Techniques and Best Environmental Practices was established pursuant to decision SC 1 19, adopted by the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants at its first meeting, in May 2005.

The Expert Group notes that two processes (cement kiln co incineration and hazardous waste incineration) are already covered in the current draft guidelines on best available techniques and provisional guidance on best environmental practices.

It would be useful to issue a report highlighting the main commitments of conferences as well as a few best practices for implementation.

Another objective of this guidance is to encourage countries and or companies to implement best international practices in a way tailored to their particular legal requirements and local traditions by giving various examples of existing best practices.

We believe that the protocol offers the best possible solution to the landmine problem and is realistic from the viewpoint of effective implementation.

Conventional structural reform tends to be biased toward best practices policy remedies that are supposedly universally valid. But, as successful countries around the world have discovered, a best practice mindset does not help much in promoting new exports.

The present report contains only new information about legislative and administrative practice in the period following the submission of the above mentioned reports.

Non Annex I Parties should provide the best available data in their inventory.

The case law of the Permanent Court of International Justice and the International Court of Justice offered a rich source of examples of State practice.
