Since the introduction of draft resolution A 60 L.27, Nepal has become a sponsor of the draft resolution.

Other proposals shall be those submitted at the Conference, in accordance with rule 27.

2. In connection with the implementation of the above resolution, a number of proposals and initiatives have been put forward.

It is therefore a great honour and privilege for me to introduce the draft resolution contained in document A 60 L.6, entitled Global Agenda for Dialogue among Civilizations .

No proposals were submitted under agenda item 7 (a).

The secretariat has added its proposed amendments to the text.

Any motion calling for a decision on the competence of the Conference of the Parties to discuss any matter or to adopt a proposal or an amendment to a proposal submitted to it shall be put to the vote before the matter is discussed or a vote taken on the proposal or amendment in question.

Suggestions for reordering the text were offered.

II. CONSIDERATION OF DRAFT DECISIONS PROPOSED BY THE CHAIRMAN

13. The Chairman suggested that he should raise the matter with the main sponsor.

The constructive proposals in the draft resolution merit the support of the international community.

Presentation of the proposed programme budget coincided with proposals for the reform of the Organization.

We decided to join in sponsoring the draft resolution, because we agree with the proposal put forward by the group of four.

The draft resolution was submitted by the States parties to the Treaty, all of which are sponsors.

Subsequently, Poland and the Republic of Korea joined in sponsoring the draft resolution and the Gambia withdrew as a sponsor.

1. Mr. Wissa (Egypt) introduced the draft resolution.

Submission of omnibus draft resolutions could be encouraged.

Only States may subsequently submit amendments to the draft recommendations.

In 2004, a number of amendments had been made to the text of the draft resolution.

It recommended six draft resolutions for adoption by the General Assembly and four draft resolutions and three draft decisions for adoption by the Economic and Social Council.

The representative of a State sponsoring a proposal or motion shall not speak in explanation of vote thereon, unless it has been amended.

There are several proposals for the agenda work programme of the CD, including the one submitted by you in your capacity as President of this Conference.

The reviews have resulted in proposed amendments to existing legislation in Nepal, with a new bill tabled in Parliament.

The High Commissioner shall submit his proposed programmes for consideration by the Committee.

Those initiatives will be coupled with a new draft investment law, a credible budget for 2006 and the introduction of a fair and simple tax reform bill, which will be submitted to the Parliament at its next sitting.

The African Group will introduce that draft resolution shortly.
