The Mission's fleet of additional 20 helicopters would consist of 4 attack, 6 military utility and 4 light surveillance helicopters provided under letter of assist arrangements, as well as 2 heavy cargo, 2 light observation and 2 medium utility search and rescue capable helicopters.

As a result of a reconfiguration of UNPREDEP s air support, two helicopters (one MI 8T and one Astar, rather than one MI 8T and one Bell 206) provide logistic and medical support to the United Nations military contingents in the mission area.

Provision of 2,591,800 is made for aviation fuel and lubricants for the four helicopters based on a total of 85 hours per month per helicopter (4,080 total hours) at a fuel consumption rate of 750 litres per hour per helicopter for a total of 3,060,000 litres at a cost of 0.77 per litre ( 2,356,200).

Following events which occurred in the buffer zone in August 1996, and in view of the fact that two light helicopters have very limited capacity for medical evacuation and night flying capability, it is proposed to replace one of the two light helicopters with a Bell 212 medium lift utility helicopter in order to strengthen the Force s responsive capabilities in the mission area.

The estimate provides for a total of 100 flight hours per month for the two helicopters and is based on an average fuel usage of 865 litres per hour at an average cost of 0.55 per litre of jet fuel ( 570,900).

The additional requirement of 218,300 was due to the increased hourly rate on renewal of the letter of assist arrangement for the provision of two helicopters to UNIKOM with effect from 14 September 1996.

Provision of 20,000 is made for the painting of helicopters at a cost of 5,000 per helicopter

Provision is made based on an estimated total consumption of 64,800 litres of fuel per month (360 litres per hour for 90 hours each helicopter) at 0.23 per litre for two medium utility helicopters ( 178,800), plus 10 per cent for oil and lubricants ( 17,900).

One AB 205 helicopter will provide air support to UNMIBH at the rates shown in section A of the present annex.
