The additional recovery income offsets the growth in support budget expenditures, thus maximizing the funds available for programme assistance.

The increase in expenditure after 1956 57 reflects the influx of greater numbers into the education stream as a result of the population increase that took place soon after the war.

Details of growth by category of expenditure are included in table 10.

In addition to the growth in other resources, significant growth in regular resources programme expenditures is projected for 2006 2009.

Decomposition estimates of GDP expenditure growth in 2004 indicate that Egypt, Jordan and Yemen experienced consumption led growth.

The result has been, over the years, the expenditure has increased with volumes.

Expenditures on state social benefits have been increasing with every year, and these expenditures dominate in national budget expenditures on social assistance.

Expenditures in their favour amounted to 9.2 million, reflecting an increase of 6.2 per cent over the previous year and representing one third of total expenditures in 2004.

The Committee points out that real productivity gains should not be the result of a cost avoidance or postponement exercise.

Increases are expected in every region, except sub Saharan Africa, which is expected to increase expenditures in 2004, but decrease funding levels slightly in 2005.

Japan s ODA spending, which had been one of the fastest expanding items in the budget, thus faces a future of limited growth.

The rise in real output was attributed to the heightened tourism activity supported by continued growth in the financial services sector.

This occurs if, despite an increase in their economic activity, firms' returns decrease (for example, if increased exports can only be paid for by lower wages, or export prices fall faster than export volumes increase).

(d) Lower population growth and depopulation in recent years

Assessments rose by 50 per cent and expenditures rose by 39 per cent.

It should be noted that the 2004 high expenditure level was the result of consistent levels of growth by the majority of the agencies (see figures 1 and 2).

Between 1959 and 2005, about half of the growth of the middle class s income came from increased net government expenditures. Indeed, from 2000 to 2004, the increase in net government expenditures accounted for 150 of income growth, as other sources of income shriveled up.

The significant increase in the excess of expenditures over income was mainly a result of the decline in supplementary funds and emergency relief and rehabilitation programme incomes of 6.6 per cent and 42 per cent respectively over the 1994 1995 amounts and a rise in expenditure of 8.4 per cent in supplementary funds and 31 per cent in emergency relief and rehabilitation programme expenditures.

Within the first quarter, the monthly increase in real consumer spending accelerated from just 0.1 in January to 0.4 in February and 0.7 in March. That was faster than the 0.3 monthly growth in real personal disposable income during this period, highlighting the importance of wealth as a driver of spending.

Developing countries' exports grew faster than total world exports, which expanded by 20 per cent.

The results of the survey had shown that security spending had increased significantly during the reporting period.

Total expenditures rose by 39 per cent to 4,074.3 million in the current period, compared to 2,933.8 million reported in the previous period.

A Time to Spend

They noted that, even with this inclusion, UNCTAD s budget would still show significant negative growth.

Past experience suggests that each 100 increase in household wealth leads to a gradual rise in consumer spending until the spending level has increased by about 4. That implies that the 10 trillion wealth gain will raise the annual level of consumer spending by some 400 billion, or roughly 2.5 of GDP.

The growth of health care spending declined or remained unchanged in real (inflation adjusted) terms each year between 2002 and 2011, falling to 3 3.1 in 2009 2011, the lowest rates on record since reporting began in 1960. Recent data indicate that after a slight acceleration in 2012, the growth of real health care spending in 2013 has fallen back to its 2009 2011 average.

26. African countries remained committed to further liberalization in support of export growth.

The overall increase in expenditures is attributable mainly to the expanded operations of MONUC, the full year impact of UNMIL, UNOCI, MINUSTAH and ONUB and the recent addition of UNMIS, partially offset by the lower expenditure levels in UNAMSIL and UNMISET.

The contribution of investment expenditure growth to GDP growth was moderate in the latter, but impressive in Lebanon.

In line with the increases in income and cost recovery from other resources, regular resources programme expenditures will increase by 21 per cent from 879 million to 1,065 million.

But, whatever the cause or effect, spending always goes up whenever groups decide to spend more and government decisions to spend more are as good as anybody else s. They are as good as the decisions of mortgage companies and new homebuyers to spend more on new houses during the housing bubble of the mid 2000 s, or of the princes of Silicon Valley to spend more building new companies during the dot com bubble of the late 1990 s.

Ensuring that these expenditures rise over the medium term while fiscal adjustment also takes place is a significant challenge.

During the past year, the international support for a total ban on anti personnel landmines has grown.

The increase in the number of elderly people in Denmark is also a source of rising expenditure.

As these families have tightened their belts, the pace of consumption spending and economic growth has become more dependent on earners at the top of the income distribution. Since the recession ended in 2009, real consumption spending by the top 5 has increased by 17 , compared to just 1 for the bottom 95 .

Other oil exporting ESCWA member countries are less likely to favour rapid government expenditure increases.

It has increased its budgeting allocation in real terms by about 17 per cent, and donor support has increased by some 60 per cent. The proportion of public health expenditure going to ESP rose by over 50 per cent.

The increase results from higher expenditure estimates in Vienna.

In general, growth was broadly based, supported by robust export growth and higher commodity prices as well as strong domestic demand driven by low interest rates.

There was a negative population growth rate in 1990.

Economists agree that, at full employment, higher government spending crowds out private spending. Keynesian models claiming a quick boost from higher government spending below full employment show that the effect soon turns negative.

(c) Average expenditure has risen rapidly in both rural and urban areas.

Of course, there is two way feedback between debt and growth, but normal recessions last only a year and cannot explain a two decade period of malaise. The drag on growth is more likely to come from the eventual need for the government to raise taxes, as well as from lower investment spending.
