Kosovo wide billings and collections by publicly owned enterprises are increasing, approaching 100 per cent for PTK (collections up 5 per cent to 70 per cent) 84 per cent for water sector utilities (collections up 15 per cent to 50 per cent) 60 per cent for KEK (collections 32 per cent).

Recovery of fraudulent amounts

Assessed contributions amounting to US 4,284,502 and or representing 25 per cent of the total contributions receivable in the biennium were outstanding.

Any difference between the actual amount(s) received on exchange and the amount(s) that would have been obtained at the operational rate(s) of exchange shall be accounted for as loss or gain on exchange.

An additional appropriation of 412,100 would also be required under section 32, offset by the same amount under income section 1.

The amount collected to date represented 88 per cent of the amount assessed for 1997.

Apart from the estimated uncollectable amounts, recorded under the provision for doubtful accounts receivable, we expect all significant accounts receivable at 31 December 2004 to be collected.

All commitments against resources of future financial periods have been disclosed as required by the United Nations System Accounting Standards.

The same excess of unpaid assessments compared to total assessments existed a year earlier, but the excess then was only 7 per cent.

The aggregate of accounts receivable, advances and deposits as at 31 December 2003 totalled 7,109,934.

An amount of 1,219,380 provided for in 2003 as a doubtful accounts receivable bank balance was recovered during 2004.

During the period 1986 and 1992, payments amounting to 60,926 had been received from Afghanistan.

The net cash available amounted to 7.2 million and uncollected assessments and other receivables amounted to 37.7 million.

The collectors were on strike, and I went into the office to pay the premiums.

As at 28 February 1998, contributions received totalled 1,093.6 million, leaving a balance of outstanding assessments of 65.7 million, and cash balances amounted to 29.3 million.

The amount collected in 1998 in respect of 1998 assessments was only 727 million, or 67 per cent of total 1998 assessments.

At 31 March 1998, 17,392,702 of the above pledges receivable had been paid.

By 7 October 2005, payments in the amount of 253 million had been received slightly higher than by 30 September 2004.

That figure would have been even higher, however, had the size of the net transfer on official flows not become smaller yet again in 1997.

The Advisory Committee notes that an additional appropriation of 457,900 would be required under section 32, Staff assessment, to be offset by a corresponding amount under income section 1, Income from staff assessment (ibid., para. 18).

6. Total assets of 3,337,247 included cash of 3,118,296, accounts receivable of 125,084, inter fund balances receivable of 54,777 and remittance to executing agencies of 39,090.

It was expected that collection of assessments would permit payments to Member States in 1998 of amounts in a similar range.

Contributions received for the same period amounted to 47,817,315, resulting in a shortfall of 6,442,008.

The resources captured with the microdeposits will be released as microcredits promoting thus productive activity in the recipient country.
