Mr. Dapkiunas (Belarus), speaking on behalf of seven member States of the Commonwealth of Independent States (CIS) Armenia, Belarus, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation and Tajikistan , said that the fight against crime was a priority for the Commonwealth. In support of that goal, the non governmental organizations reaffirmed their recognition of the State of Palestine in conformity with the 1988 Declaration of Independence, and looked to 1999 as the year of the State of Palestine.

218. On 15 November, Palestinians in the territories, including Jerusalem, celebrated the ninth Palestinian Independence Day, marked since Yasser Arafat proclaimed the creation of a Palestinian State at the PNC conference in Algiers in 1988.
