For the purposes of the present report, the guidelines on best available techniques and provisional guidance on best environmental practices are hereinafter referred to as the guidelines .

The Expert Group met from 10 to 14 March 2003 in Research Triangle Park, North Carolina, United States of American (report of the first session, UNEP POPS INC.7 6), from 8 to 12 12 December 2003 in Villarrica, Chile (report of the second session, UNEP POPS EGB.2 3), and from 11 to 16 October 2004 in Tokyo, Japan (report of the third session, UNEP POPS EGB.3 3).

Further work on the enhancement or strengthening, as appropriate, of the guidelines on best available techniques and provisional guidance on best environmental practices relevant to the provisions of Article 5 of the Stockholm Convention on Persistent Organic Pollutants.

Greater attention should also be given to the exchange of information, experiences and best practices among States and organizations.

The Expert Group on Best Available Techniques and Best Environmental Practices was established pursuant to decision SC 1 19, adopted by the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants at its first meeting, in May 2005.

It would be useful to issue a report highlighting the main commitments of conferences as well as a few best practices for implementation.

Yet, there are still major gaps between principles and practices.

The application of this principle often raises difficulties in practice.

Or it could be that because of the very particular characteristics of a central or local government administration, the best practice is not transferable.

We do not hold to notions of what may or may not be the optimum size.

The use and application of standards and norms can be further improved through advisory services, expert group meetings, training seminars, the preparation of training materials, the updating of existing manuals and the development of best practice tool kits.
