36. The Inter Agency Standing Committee, chaired by the Emergency Relief Coordinator, is the central humanitarian policy making body in the United Nations system.

In 2005, in the context of the Humanitarian Response Review and the Intergovernmental Discussion on Reforms of the United Nations Humanitarian System, the Inter Agency Standing Committee (IASC) designated UNICEF as the lead agency for the cluster on water supply and sanitation.

Meetings were held this year with the high level officials of the competent bodies of all SCO member States on coordination and cooperation in the area of counter terrorism, separatism and extremism.

It was counterproductive to make distinctions between different types of terrorists, especially when that was done for selfish reasons.

Several members of the Council expressed their concern at the humanitarian crisis and called for humanitarian assistance and for the implementation of the recommendations of the Special Envoy.

As for terrorism, we advocate finding a definition satisfactory to everyone, covering State terrorism and drawing a clear distinction between terrorism and the legitimate resistance of peoples to dictatorship, invasion or foreign occupation, including that which is perversely cloaked in the guise of opportunistic and convenient multilateralism.

Reports from States indicate that many have allocated additional resources to counter terrorism, including for the suppression of terrorist financing and improving collaboration between financial intelligence units, financial supervisory agencies, law enforcement agencies and intelligence services.

We must seize this opportunity to show that we can confront terrorism.
