The primary sector owes its dynamism to the sub sectors of cash crops, stock raising and forestry.

It also ensured the inclusion of necessary details for implementation in the CPC. Compared with CPC Version 1.1, about 200 new items have been added to CPC Version 2 in the areas of agriculture, forestry, fisheries and food.

More specifically, 15 Parties proposed projects for conservation forests and forestry agroforestry production.

In complementary development of forest production a multi purposeful interest of sustainable forest development is sought.

In 2003, the share of GDP of each sector was 21.83 for agriculture, forestry and fishery (24.5 in 2000), 39.5 for industry and construction (36.7 in 2000), and 38.22 for services (38.74 in 2000) industrial output was VND 302,990 billion, a 16 increase compared to 2002, export turnover was VND 20,176 billion grain food output reached the highest level of 37,4 million tons in 2003, one million ton (3 ) increase against 2002.

In the rural areas of developing countries, forests and the forest industries may enhance employment and income generation.

The International Council of Forest and Paper Associations consists of trade associations in 39 countries representing industries accounting for 75 per cent of the world's paper production and more than 50 per cent of the world's wood production.

TPN 2 on agroforestry has completed its draft manual on dryland agro forestry.

As for low industrial economic benefit, experts said that industry merger and reorganization should be actively advanced, industry structure optimized, and the industry chain extended.
