National technology information centres and networks in developing countries

The discovery of an extensive black market network in nuclear materials and technologies posed a serious challenge to the nuclear non proliferation regime.

Supported by a network of gender focal points, core technical review groups and the Women and Population Division, FAO established an interdepartmental Committee on Women in Development.

Members of the Network will interact on line through the Science and Technology for Development Network (STDev).

These include, for example, the preparation of reports on adaptation technology, the development of a plan for technology information centres and networks, and an expansion of the survey of technology and technology information needs.

USE OF NEW TECHNOLOGIES IN SATELLITE COMMUNICATIONS AND INFORMATION NETWORKS

The Asian and Pacific Centre for Transfer of Technology, a subsidiary of the Economic and Social Commission for Asia and the Pacific, in collaboration with the Korea Research Institute of Bioscience and Biotechnology, has established the Biotechnology Information Network in Asia and the Pacific. With national focal points in 14 countries, the Network facilitates knowledge sharing, technology development and technology transfer, and promotes the development of biotechnology industries.

It has also sponsored the Global Trade Point Network, which applies modern information technology in trade promotion.

Background information is provided in technical papers on adaptation technologies (FCCC TP 1997 3) and on options for technology information centres and networks (FCCC TP 1997 4).

Topics included switching technology, signalling aspects, networks and protocols, multi megabyte services and multimedia, satellite networks and wireless communication technologies.

Some examples include Pactok (PacificTalk), ScINET PHIL (Science and Technology Network of the Philippines), and STACnet (Philippine Science amp Technology Advisory Council Network).

The discovery of a sophisticated and clandestine nuclear procurement network supplying nuclear material, equipment and technology was deeply worrying.

This network includes the technological service institutes under the Danish Academy of Technical Sciences.

The secretariat has used the roster to obtain assistance with three reports, that is, on adaptation technologies, terms of transfer of technology and know how, and technology information centres and networks.

An additional document, the Preliminary Review of Existing Technology Information Centres and Networks, was also made available by the Climate Technology Initiative (CTI).

There is now significant potential for nuclear proliferation, given the discovery of a sophisticated and clandestine nuclear procurement network, the spread of nuclear knowledge, access to sensitive technology and the complications that can arise from the peaceful use of nuclear energy.

In this regard, it had created a European network of technology transfer information.

The Centro para el Desarrollo Agrícola y Forestal (CEDAF) organized the fifth meeting of the Technical Cooperation Network on Plant Biotechnology, which was followed by a Rice Route field day.

In response to the COP and the SBSTA, the secretariat will make available a technical paper on technology information centres and networks (FCCC TP 1997 4).

Brindisi also hosts the ICT centrally managed help desk and the network control centre, providing round the clock technical support to field operations.

Schools have introduced courses that provide psychological guidance to primary and middle school students, including child victims.

Of course, historical analogies are imperfect. Obviously, cyber technology is very different from nuclear technology, particularly because non governmental actors can exploit it much more easily.

However, some thought should be given to providing technical assistance to experts who do not yet have easy access to information technology networks.

These activities included reports on non Annex II activities, terms of transfer, adaptation technologies, technology information centres and networks and a survey of the technology needs of developing countries.

It will also have available a technical paper (TP 1997 3) which will provide an overview of adaptation technologies and a note (FCCC SBSTA 1997 INF.4) on options for technology information centres and information.

Noting with concern that technological developments in the field of communications, including computer networks such as the Internet, have been used for dissemination of racist and xenophobic propaganda throughout the world,

Urge Parties to provide comments to the secretariat on plans for international centres and networks for enhancing the transfer of technology and technology information or

The main axis of the Network's activities is a hotline (and, in the near future, the Internet).

It welcomed the activities underway to prepare reports on the terms of transfer, adaptation technologies, technology information centers and networks and on the technology transfer activities supported by the Parties, in particular Annex II Parties.

The network has exchanged hyperlinks with electronic gateways and websites of a number of United Nations entities, such as the Department of Economic and Social Affairs (DESA) of the UN Secretariat, the United Nations Information and Communication Technologies Task Force (ICT Task Force), the Asian and Pacific Centre for Transfer of Technology (APCTT), and the FAO Electronic Forum on Biotechnology.

The SBSTA took note of the initial report by the secretariat on the pilot project on networking between the UNFCCC technology information clearing house (TT CLEAR) and national and regional technology information centres (FCCC SBSTA 2005 INF.9).

Activities were grouped around six main areas personnel computers, networks, core (host) systems, field systems, Intranet and telecommunications.

The central hub through which ICT services are administered ensures the continuous operation of the global network, and facilitates the effective management of resources across theatres of operation.

International networks for the procurement of chemical, biological and nuclear technology demonstrated the danger of such weapons falling into the hands of non State actors.

Technical support is also provided by institutions in developed countries that are affiliated to the network.
