Outside Asia, steel consumption increased fast in Europe (except EU15), Brazil, Mexico, the Islamic Republic of Iran and other Middle East countries.

So I began traveling outside Africa, talking in Europe, talking in the United States, going to Asia.

Europe s Foreign Policy Resilience

During the euro crisis, power in the European Union seems to have shifted towards national capitals in general, and towards one national capital in particular Berlin. Under the OMT program, the ECB can replace foreign outflows from sovereign bond markets through direct purchases, putting Spain on par with non eurozone countries like the United Kingdom. And, to the extent that there is even an informal price target associated with the ECB s commitment to purchase bonds, foreign outflows, at least from the sovereign bond market, are automatically replaced, in full, with ECB cash.

Russia knows that when it comes to conducting a serious foreign and security policy, Europe is all mouth. Russia has pushed Europe around for years on energy issues, cutting bilateral deals with the bigger countries and opposing efforts to create a common European energy policy.

Of course, Germans are not entirely wrong the crisis in Europe s periphery is weakening Germany s economic growth prospects. But they should remember that, only a decade ago, Germany was the sick man of Europe, and that strong growth and dynamism elsewhere in Europe contributed substantially to its recovery.

Outside Europe, and particularly in Africa, countries are often composed of a large number of groups, none of which make up a majority.

Quite apart from the financial aspects, there would be a real danger of throwing away the benefits that the EU has brought, particularly in terms of Europe s standing in the world. In isolation, European countries would have limited global significance.

A German Europe?

Changes in the European Union (EU), NATO and the Council of Europe reflect a Europe in transition, partly as a result of the enlargement of the European Union and NATO but also because of the need to cope with new threats to security.

The ECB can curb the euro s appreciation through purchases of foreign currency. But, ultimately, it would have to do so by inflating its own currency until confidence in the euro falls back to the level that it had before the assurances were made.

Above all, we must prevent a strategic dilemma in which Germany felt forced to decide between its competitiveness in a globalized world and European integration. Europe should benefit from Germany's strength, just as we benefit from Europe's.
