He asserted that political decisions and political parties affected the lives of people of African descent living in Western Europe.

Some, such as France s National Front, oppose their country s eurozone membership others, such as Podemos in Spain, do not. Nonetheless, the challenge that these new parties pose to Europe could prove to be extremely disruptive.

Unfortunately, Cameron s track record in European politics does not inspire confidence in his ability to manage a different outcome. When, in 2009, he ordered the Conservative MEPs to withdraw from the European People s Party, the Europe wide grouping of center right political forces, he merely deprived the Tories now consigned to sit with the sectarians and obscurantists of any influence in the European Parliament.

Moreover, the Europe wide political families of Christian Democrats, Social Democrats, and so on could be allies on some policies and opponents on others, transcending national or regional borders, and moving toward pan European politics, with the European Parliament increasing its democratic debate and oversight functions.

And then there has been the creation of something akin to a political fifth column across Europe. The continent's Euroskeptic political parties, on both the left and the right, are holding up Putin's authoritarian nationalism as a model for the type of illiberal regime they would seek to establish should the EU dissolve.

The French Socialists New European Identity

There has been progress on all these issues, guided by a report entitled For a progressive Europe delivered by Pascal Lamy to the European Socialist Party s leader, former Danish Prime Minister Poul Nyrup Rasmussen. But European Socialists remain divided German and British members oppose higher spending and fiscal homogeneity.

The pan European parties nomination of Spitzenkandidaten for the Commission presidency and the three direct debates among the nominees marked the start of building a genuine supranational European political space. Indeed, the endorsement of Juncker by the Social Democrats, the Greens, and the Liberals reflects their belief in the need for such a space.

Moreover, not all protest parties reject the EU. In Europe s crisis affected countries, young people, who have been hardest hit, voted en masse for leftist anti austerity parties, most notably in Greece.

Two far right parties from these countries, the French National Front and the Dutch Freedom Party, have now formed an alliance ahead of the European Parliament elections in May 2014. They hope to attract likeminded parties in other EU countries and form a parliamentary bloc powerful enough to slay the monster of Europe, as Geert Wilders, the Freedom Party s leader, calls the EU.

Even the newly formed Alternative for Germany which did unexpectedly well in the recent election, finishing just short of the 5 threshold needed to enter the Bundestag insists that its anti euro agenda is not anti Europe. They want to end the common currency, because, in their view, it is undermining the European ideal.

That December vote on the EU Constitutional Treaty closed this parenthesis by approving of it, the Socialists consciously accepted a reformist, social democratic, European identity. They have positioned themselves as a great power on the left, with a central position in the European Socialist Party, offering an alternative to the prescriptions of New Labour and the SPD.

In fact, though the EPP won 29 of the seats, versus 24 for the Progressive Alliance of Socialists and Democrats (S D), the S D can claim victory. After all, its affiliated parties at the national level won a greater number of votes a combined total of 40 million, compared to 39.9 million for parties affiliated with the EPP.

In absolute terms, the difference was more than five million votes, but the S D won only 14 more MEPs than the EPP. In Italy, the S D needed about 370,000 voters to gain one MEP, more than 14 times as many as the EPP needed in Luxembourg.

The European Union and the United States expect all political parties and the Government to abide by the political process through parliamentary and constitutional means to resolve this election crisis.

In France, the siren song of appeasement is becoming a national rallying cry, from the far right National Front to far left elements and among a growing number of mainstream politicians of all stripes. Indeed, the Kremlin has assiduously cultivated party secretariats across Europe.

Paradoxically, though, great deal hangs on the elections outcome. The number of seats won by the socialists and centre right parties is likely to influence the make up of the next European Commission and thus the EU s political agenda until 2014.

Europe now seems to be headed down a similar path, as non traditional parties many of them driven by single issues become increasingly influential. Movements like France s anti immigration National Front are making leading mainstream parties more likely to pander to extremists in order to preserve their support.

Another grave danger was posed by the influence of far right ideologies in traditionally democratic parties of Europe and other parts of the world.

The EPP s victory was thus due mainly to the fact that the ratio of voters per MEP varies greatly across countries. A single vote in Italy (and in other large countries) is worth much less than a vote in smaller countries.

But, in fact, both of these conditions have already been met in 2004, Portuguese Prime Minister José Manuel Durão Barroso was appointed President of the Commission because he came from the political organization with the strongest election result, the European People s Party. And this year s elections saw a more intensive presence of party organizations at European level than ever before.

The European Union Presidency issued a statement on 2 February expressing deep concern about the dissolution of the multiparty Government in Nepal and the assumption by the King of executive powers, and calling for the speedy restoration of multiparty democracy.

France s Socialist Green government can play a critical unifying role as Europeans confront their biggest challenge in decades. Its success will be highly consequential not least for the political debate that will inform the outcome of Germany s elections in 2013.

France and Germany compete openly as alternative centers of influence vis à vis the smaller European states. Centrist parties pay the price for their support of the European integration project, and are repudiated in the polls by parties of the extreme right or extreme left.

Mr. Frans presented his paper, entitled The ability of mainstream Western European political parties and politicians to integrate people of African descent in political life and in decision making processes the impact of racist and extreme right wing parties .

In the US, Congress and the executive branch are locked in a stalemate. Europe's political systems are being shaken by the rise of populist parties, many of which are winning support with an anti European platform.

In fact, for many young people in the debtor countries, the EU seems like a foreign oppressor. And about 30 of the recently elected European Parliament ran on anti European platforms.

At the end of 2003 Estonian women's organisations issued a public appeal, calling political parties to place women on top of the lists of candidates to the European Parliament.

American voters traditionally have favored smaller government and lower taxes than Europeans have favored (or at least tolerated). Add continued anger over financial bailouts, rising spending, and the exploding national debt, and even America s Democrats the country s traditional big spending party are finally talking deficit reduction.

Nevertheless, the rise of Euroskeptic parties, in a number of countries including Britain, France, Belgium, Poland, and the Czech Republic, has worrying implications for a summit meeting whose purpose is to take European integration a small but unmistakable step forward. In Britain, in particular, the spectacular surge of the UK Independence Party (UKIP) can only strengthen the government's long standing latent Euroskepticism.

That will not be welcomed by Europe s far right, from Hungary s Jobbik to France s National Front. They love Putin.

The problem for Europe's leaders is that their own repudiation by voters does not necessarily carry the same message as the rise of the Euroskeptic parties. The record slump in the vote for Gerhard Schröder's governing Social Democrats in Germany has little to do with his policy towards Europe, but a great deal to do with the perceived failure of his economic policies and the persistence of low growth and high unemployment at home.

The observers for the European AIDS Treatment Group and the Transnational Radical Party also made statements.

The European Parliament election, by contrast, was an exercise in disruption. Support for far right and far left parties was based on citizens frustrations with Europe s flaws, rather than on any realistic, thoughtful agenda.

Meanwhile, in the European Union, an election has come to a close. But it was an election for nothing the outcome merely reinforced the growing divide between pro Europeans and Euro skeptic populist parties.

As a result, anyone who considers the status quo undesirable, unacceptable, or unsustainable has had to take an anti European stance. And, as heavily indebted countries are pushed towards insolvency, nationalist political parties for example, Finland s True Finns have grown stronger, alongside more established counterparts elsewhere in Europe.

If income and job growth do not pick up soon, populist parties may come closer to power at the national level in Europe, with anti EU sentiments stalling the process of European economic and political integration. Worse, the eurozone may again be at risk some countries (the United Kingdom) may exit the EU others (the UK, Spain, and Belgium) eventually may break up.

Only 43 of Europeans bothered to vote and many of them deserted establishment parties, often for anti EU extremists. Indeed, the official results understate the extent of popular dissatisfaction many who stuck with traditional parties did so reluctantly, faute de mieux.

On the other hand, a center right coalition between the Christian Democrats and the Free Democrats could spark the ECB into action.
