Europe s Foreign Policy Resilience

The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

There are many similar examples from the fields of standards, competition policy, and taxation that are applicable here. So, fundamental considerations speak for deeper European integration, extending even to the creation of a single European state.

The increasing detachment of the budget from the Union s objectives is sustained by decision making procedures that authorize the European Council, representing member governments, to take all the important decisions according to a rule of unanimity, with the European Parliament and the European Commission confined to a minor role.

But, for the ECB's plan to work, its QE must be robust and that will require broad support. After all, eurozone monetary policy is the product of joint decision making within the ECB governing council, where Germany's influence is strong.

This new eurozone parliament could be formed either by a subset of members of the larger European Parliament, or by some combination of representatives from the European Parliament and national parliaments. The proposed finance minister, responsible for overseeing fiscal policy in the monetary union, would be responsible to the eurozone parliament.

An Agenda for Growth in Europe

They mentioned such activities as sponsorship of resolutions at the Commission on Human Rights and support for the policy of regional organizations such as the European Union and the Council of Europe.

Establishing two Europes in one, rather than a two speed Europe, would allow Europe to organize itself in a lasting way. The more federal eurozone would be embedded in a larger union that cooperates on defense, foreign policy, climate change measures, and migration policy.

These targets are in line with European employment policy (National Action Programmes).

Russia knows that when it comes to conducting a serious foreign and security policy, Europe is all mouth. Russia has pushed Europe around for years on energy issues, cutting bilateral deals with the bigger countries and opposing efforts to create a common European energy policy.

This renewed commitment to a strong and united Europe is the second pillar of a twenty first century German foreign policy. Effective multilateralism is the hallmark of the European Union's external policy.

But the truth is that Europe, for all the gallant efforts of Javier Solana, has been absent from serious politics in the Middle East. We have not dared to cross America.

The reflection period has been mostly devoid of actual reflection, and Europe s leaders have failed to offer Europe s citizens any new, fundamental vision. So how should a refounding (Neubegründung) of Europe as called for by German Chancellor Angela Merkel in her first parliamentary statement on European policy be accomplished?

Europe is several years ahead of the US in implementing policies intended to mitigate global warming. All of the European Union s member countries have ratified the Kyoto Protocol and adopted a wide range of policies to lower their emissions and meet their Kyoto targets.

The upheaval among Europe s southern and eastern neighbors may well bring about a long overdue revamping of the EU s Neighborhood Policy. And, in pursuit of other avenues for expanding the EU s reach, European leaders might reinvigorate the European Economic Area.

These labor market and immigration policies should become the focus of policy coordination within the EU. By concentrating on policies to sustain integration while at the same preserving the European social model, the European Council would again become a relevant policy forum where the real needs and hopes of citizens could find effective responses.

Next year s European parliamentary elections will provide an opportunity for a fundamental debate about the EU s future. Unless we make a successful case for Europe (and for a different Europe), Euro skeptic forces will gain ground and Europe s decision making processes will be blocked.

But politics in Europe is national, and what one national parliament regards as the only possible solution another national parliament regards as entirely unacceptable. Europe has not yet found a response to this problem, and it is not on the way to finding one.

Over time, according to this view, Europe could build the institutions needed to complement these policies. It could create a single bank supervisor, enhance the European Commission s powers, or create a European Treasury.

Europe Crosses the Rubicon

The high level conference entitled Tackling Human Trafficking Policy and Best Practice in Europe which the Task Force, the European Commission and the United Kingdom, which currently held the European Union Presidency, would be hosting later in the month was an important step towards developing the most suitable policy and best practices against human trafficking in Europe.

Its monetary policy cannot be perfectly suited to all members needs all of the time. For the euro s first ten years, the ECB s policy was too lax for Spain now it is too lax for Germany.

Europe s economy remains shackled by three problems sovereign debt, the euro, and wobbly banks despite several new policy backstops the European Stability Mechanism (ESM) the European Central Bank s easy money policies and holdings of sovereign debt and the ECB s takeover in November of supervision of the 130 or so largest pan eurozone banks. None of these reforms has been sufficient to restore the stronger growth that Europe desperately needs.

The European Union and the United States expect all political parties and the Government to abide by the political process through parliamentary and constitutional means to resolve this election crisis.

The EU s offer is no longer unique, and faces competition from other frameworks for integration, other actors, and myriad strategic opportunities. In this context, it may be equally important to consider the neighbors of Europe s neighbors.

So no one in Europe needs to fear that the Czech Republic has some nostalgic or idiosyncratic agenda that it wants to impose on the Union. On the contrary, events have imposed an agenda on Europe that we cannot escape and for which solidarity true union will be needed.
