How many temporary or permanent opt outs can there be? How will Europe s citizens, who already have enough trouble with the complexities of European governance, be able to comprehend such a spaghetti bowl structure?

So we are left with a combination of the first three options, also known as policies to restore European growth a phrase that appears in every international communiqué. But the communiqués never get more specific.

Political leaders are, of course, to blame for filing away these and other European ideas in the archives. But the blame must also be shared with the entire European political class, civil society institutions, and the media.

A new social contract will not appear out of thin air. Now is the time for the new European Commission to propose and the new European Council and European Parliament to endorse a political pact to legitimize and sustain the reforms needed to solve Europe s economic problems.

So it is puzzling that some observers have saluted the IMF s involvement as a virtuous effort by the international community to bring the listing European ship to port. Why should the IMF (or, for that matter, the international community) do for Europe what Europe can but does not want to do for Italy?

Furthermore, and contrary to common belief, the ECB president need not be very diplomatic, but should be able to unite all members of the ECB s Governing Council. As political pressure on central banks, including the ECB, increases, its president must not hesitate to criticize European politicians and, if necessary, publicly name and shame them.

These are the questions that a new generation of European politicians must answer.

France must now insist on addressing the question of the use of force as a pre condition to any negotiations on Europe s political integration. By showing Europe that it is following its actions from above, the US will once again force Europeans to awaken from their political torpor and strategic mediocrity.

In other words, it is not true that the European Union does not constitute a political union. European economic integration in all its aspects reflects the desire to integrate Europe politically, which, at least in my view, implies that European economic and monetary integration is irreversible.

But Europe still has a long way to go, which is apparent from the fact that only a minority of European citizens followed the campaign. A supra national political space can develop only if European politics gains visibility, influence, and credibility.
