The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

The Republic of Moldova and Georgia affirm the importance of multifaceted economic and political measures against armed separatism to enable our countries to become integrated into the Wider Europe and in particular to strengthen our cooperation within the framework of the European Neighbourhood Policy initiative.

To implement the far reaching vision of the Barcelona Process, the ENP will have to revisit the way it distributes its financial support, rebalance the funding that it provides to the EU s eastern and southern neighborhoods, and place much greater emphasis on democracy, the rule of law, and human rights.

The upheaval among Europe s southern and eastern neighbors may well bring about a long overdue revamping of the EU s Neighborhood Policy. And, in pursuit of other avenues for expanding the EU s reach, European leaders might reinvigorate the European Economic Area.

Although its foreign policy is based on brotherly and good neighbourly relations, it is obvious that any increase in violence in neighbouring countries will have repercussions on the domestic security of the Niger.

No response, it must be stressed, would be complete without a sustained commitment to addressing the drivers of mass immigration and that means a complete overhaul of the EU s Neighborhood Policy. The new policy should focus on contributing to the creation of economic opportunities in countries with large unemployed youth populations, so that young people no longer feel that risking their lives to reach Europe is their only chance at a future.

On the Georgian side, It is well understood at least by the political elite that EU membership is a distant prospect at best. This weakens the political importance of the European Neighborhood Policy (ENP), an initiative developed in 2004 to avoid the emergence of new dividing lines between the enlarged EU and its neighbors.

Of the Arab countries receiving ENP funds, only Egypt has channeled a high proportion nearly 50 toward education. In any case, Europe s spending on education in the region is scattered among inter regional, national, and thematic programs, which makes it difficult to see how these funds effectiveness might be measured.

The European Parliament has, for now, rejected the idea that Kazakhstan could one day become an ENP member. But this narrowness of vision will have to be overcome if Kazakhstan is not to be lured into either the Chinese or Russian orbits.

The greatest success of Europe s external policy has been EU enlargement. This promoted and consolidated regime change without the use of weapons, thereby stabilizing the European continent.

This certainly was a step in the right direction, but it did nothing to address the foreign policy failings that helped spark the Ukrainian crisis and continue to undermine Europe s response namely, the EU s misguided Neighborhood Policy (ENP) and its muddled approach to energy. A second reason is that Germans are fed up with being Europe s scapegoat blamed for their neighbors ills while being asked to take on risks and provide generous financial transfers.
