The present report could not be submitted prior to the deadline due to the need to obtain comments of the Department of Peacekeeping Operations on the draft report.

The Government acknowledges that the judge in the case denied the lawyer's request for a supplementary report by a handwriting expert, but justifies this decision using the judge's argument that the request had not been submitted in accordance with the relevant procedural rules.
