User fees generally constitute 8 per cent of the operating costs of services.

370. Broadcasting Act Denmark has two public service institutions Danmarks Radio (financed solely by licence fees) and TV2 (financed partly by licence fees and partly by advertising).

Such charges helped to ensure that services were demand driven and to cover costs.

44. Reliable cost data should be developed in respect of the various activities in conference services, and an in depth study of the cost of services should be undertaken to determine the average cost of each service.

The Board recommends that consideration be given to establishing a system whereby users of common services are required to pay for such services on a cost apportionment basis.

Additional resources were also requested for custodial fees ( 2.5 million) and communications ( 35,000) for special connections and new services which require contracting for Internet services.

The fee for the master record keeper is a fixed service fee and increases only if additional reports or services are requested.

Where charges for sanitation services are included in water charges, services for poor households, including sewer connections, could be cross subsidized from progressive water charges.
