I am pleased to note that contingents have already started replicating this training to the benefit of their fellow soldiers.

The military component may consist of armed contingents headed by a Force Commander (FC) and or unarmed military observers.

Often, though, it is the demands and requirements of the contingent commanders that have the greatest impact on the conduct of the contingent troops.

I firmly believe that emphasis needs to be placed on the accountability of the officers of contingents to which the perpetrators belong, from contingent to company and platoon commanders.

He also stated that the only viable option for the Special Court's protection after the departure of UNAMSIL was the retention of an international military or formed police contingent at the site, preferably from the United Nations Mission in Liberia (UNMIL).

Troop contributing countries have been requested to ensure that their demining contingents comply with these standards.

The Special Committee recognizes that troop contributing countries have the primary responsibility to provide their contingent members with welfare and recreation facilities.

Advisory missions were undertaken to Kyrgyzstan in late 2004 and to Egypt in early 2005.

While CSPs are funded mostly through provisions from troop contributing countries to their respective contingents, resources are in some instances also sought by contingents through funding for quick impact projects.

In accordance with the Special Court's request, that task could be entrusted to a company size military contingent with an overall strength of up to 250 military personnel, including support staff.

The Special Committee recommends that the Secretary General issue the standards set out in his bulletin of 2003 in a manner convenient to troop contributing countries, in the languages of contingent members of peacekeeping missions as well as in the official languages of the United Nations, with translations of the standards to be provided by troop contributing countries and the United Nations arranging publication at mission cost as agreed with the troop contributing countries.

The repatriation programme also covered Puntland and Mogadishu.

With regard to military personnel, the Advisory Committee noted that the standard practice was for military contingents to provide for their own logistic and support capacities.

The efforts of contingent commanders to enforce discipline were also found to be inadequate.

The Security Council expresses its gratitude to the countries that have contributed personnel to the Mission.

The recommendations adopted by the Committee are without prejudice to the right of the troop contributing countries to exercise exclusive jurisdiction over their own contingents.

The provision for the deployment travel of military contingent personnel, daily allowance, rations and freight cost for deployment of contingent owned equipment is based on the phased deployment of 4,625 troops, including 181 staff officers, by October 2005, within a total authorized strength of 9,250 troops.

The reduced requirements are attributable to the reduction in troop strength and subsequent repatriation of all military contingents by December 2005.

The Department of Peacekeeping Operations has authorized the repatriation of 25 military personnel on disciplinary grounds, including contingent commanders.

On the basis of that resolution, the United Nations has established a special political mission, the United Nations Advance Mission in the Sudan (UNAMIS).

The Mission has itself taken a number of firm measures to eliminate this unacceptable behaviour. These measures include the establishment of a strict non fraternization policy, the installation of a curfew for military contingents, comprehensive training and awareness raising for all mission personnel and proposals for improving contingent welfare facilities.

In all, we have contributed more than 39,000 troops to 24 missions and are currently among the largest contributors.

In Sector II (Wau), the Kenyan force protection contingent has started to deploy, a precondition for deployment of the Chinese contingent (transport company, engineer company and level II hospital).

The increase is attributable to requirements in respect of the additional contingent personnel, including reimbursement for troop costs and major equipment, emplacement of troops, rations and freight and deployment of contingent owned equipment.

In particular, we are profoundly grateful to countries that contributed troops to UNAMSIL and countries that financially supported the Mission.

I strongly encourage Member States to do the same with respect to their national contingents.

Since August 2004, United States troop contingents have performed that function.

Our Government recently decided to increase the size of its military contingent in Haiti.

Regrets that the 2004 Working Group on Contingent Owned Equipment was unable to reach consensus on, inter alia, a review of the rates of reimbursement for contingent owned equipment and self sustainment

Although one contingent was timely in responding to OIOS requests for assistance, issues arose with two of the other contingents concerning their willingness to assist in identifying possible perpetrators.

The Special Committee recommends that, where feasible and appropriate, a force level military police unit in a mission area should be from a troop contributing country different from other military contingents in the same mission area.
