26. It was noted that pressures on SMEs to introduce managerial procedures to obtain ISO 14001 certification could detract from the environmental objectives of setting up an EMS.

It should be noted that there is a strong relationship between the categories of EPI identified below and those being developed for internal environmental management purposes by the International Standards Organisation (ISO ISO 14031 Environmental Performance Evaluation).

33. Environmental management standards, however, do not guarantee, by themselves, improvements in environmental performance of production and or of products, but they assure only compliance to an adopted EMS and to a declared environmental policy that fulfills, at a minimum, national regulations.

The closest analogue to environmental management systems can perhaps be found in the ISO 9000 series on quality control.

This implies that competition in markets may depend much less on the adoption of an EMS through the ISO 14000 series, and more on the environmental goals set in the environmental policy statement.

In January 1996, the National Environmental Protection Agency (NEPA) established the China Center for Environmental Management Systems (CCEMS), which aims to improve environmental protection programmes in China, to raise the technical standards in pollution control, and to increase the level of public education.

4. The Joint Commission gave particular consideration to proposed standards for the protection of the marine environment of the South West Atlantic, recommendations for standards for environmental health and safety monitoring in off shore activities.
