Despite the fact that the Goals in general, and goal 8 in particular, were not conceived in human rights terms, the identification of criteria for forging linkages between them is both necessary and possible.

The paper analyses the existing framework of targets and indicators of Goal 8, assessing their suitability and efficacy in providing operative criteria for undertaking periodic assessments of progress in implementing the goal from the perspective of the right to development and suggesting additional criteria.

Hence, on the basis of an improved objective setting process, pre set and standard indicators and self generated monitoring tools will be developed to allow for more accurate monitoring of objectives.

Therefore, no less than complete implementation of all the goals in the standards plan is a prerequisite.
