The Executive Council consists of the Governor, the Chief Minister and more than three other ministers appointed by the Governor from elected members of the House of the Assembly and two ex officio members (the Attorney General and the Deputy Governor).

The UNHCR Oversight Committee was established in 1997 to assist the High Commissioner in overseeing the financial and operational management of the agency, to monitor the independence and effectiveness of the internal oversight functions and to ensure that oversight findings and recommendations were adequately addressed.
