South African companies are exploring for natural gas deposits in Bolivia and oil in the Bolivarian Republic of Venezuela.

These include fisheries police activity in the South Atlantic, seismic hydrocarbon surveying activities and the granting of licences for the exploration and exploitation of minerals and related aeromagnetic surveying activities.

AMA has argued in the past that this activity constituted exploration for which it had a valid licence, and not mining.

The Authority has already approved the exploration plans of seven pioneer investors for polymetallic nodules and is in the process of granting them exploration contracts.

It was agreed that the primary outputs from the project will be a geological model of polymetallic nodule deposits in the CCZ and a prospector's guide containing a narrative description of the key factors relevant to exploration for polymetallic nodules in the CCZ, including data and available information on known deposits.

The immediate priority for the Authority is the development of a regulatory regime for prospecting and exploration of polymetallic sulphides and cobalt rich ferromanganese crusts.

The draft text deals with the prospecting and exploration for polymetallic nodules, one of three types of minerals to be found in the Area, having economically attractive metal contents of copper, nickel, cobalt and manganese.

Earlier this year, Placer Dome, a gold mining company based in Vancouver, Canada, agreed to finance an exploration programme for these deposits.

The objective of this set of Regulations is to provide for prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts.

In view of the recent research and survey activities carried out in relation to polymetallic sulphides and cobalt bearing crusts, the Authority has been requested to initiate the preparation of rules on exploration of these minerals (see para. 34).
