According to the spatial approach, an aerospace object is deemed as an aircraft subject to air law in airspace and is deemed as a space object subject to space law in outer space.

Therefore, it is the space regime and not the air regime of the State through whose airspace the aerospace object passes incidentally which applies to aerospace objects.

As recommended by UNISPACE III, the Programme's priority thematic area of space technology and disaster management aims to promote the use of space technology for disaster management in developing countries.

Management of membership in the European Space Agency (ESA) is the foremost international commitment.

After the establishment of STA in 1956, NAL was placed under its administration.

As the disaster management user community has limited understanding of the potential of space based technologies for disaster management, DMISCO would work closely with the space technology community in helping it reach out to understand its specific needs and to develop end to end solutions based on space technology and meeting the requirements of the user community.

The Action Team made a number of recommendations, including the establishment of an international space coordination body for disaster management, provisionally identified as the disaster management international space coordination organization.

In order to promote the use of space technology for disaster management and risk reduction in developing countries and in countries with economies in transition, the Office for Outer Space Affairs, within the framework of the United Nations Programme on Space Applications, organized five regional workshops on the use of space technology for disaster management.

During the United Nations International Workshop on the Use of Space Technology for Disaster Management held in Munich, Germany, from 18 to 22 October 2004 the following three themes were discussed helping developing countries use space technology for disaster management coordinating the use of space technology for disaster management and bringing space technology into Kobe (A AC.105 837).
