On 22 May 2003, Mr. Choi was sentenced by the Intermediate People's Court of Yantai City Development District to five years' imprisonment and to pay a fine of 30,000 yuan renminbi in accordance with articles 25, 26 14, 27, 35, 64, 68 1, 72 and 318 1 of the Penal Code of the People's Republic of China.
