Recalling also its decision at its second session that the division of labour between the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation be taken up by the Conference of the Parties at its third session on the basis of recommendations made to it by the Chairmen of the two subsidiary bodies (FCCC CP 1996 15 Add. 1, Part III, para. 4),

The SBSTA was not able to consider these addenda on methodological issues at its third session.

Third party liability for leased aircraft

The SBSTA agreed to grant these organizations access to the current session of the SBSTA, pending formal action on their accreditation by the COP at its third session.

In that connection, the SBSTA requested its Chairman to present to COP 3 the reports of the SBSTA on the work of all of its sessions since the second session of the Conference of the Parties (COP 2), namely, its fourth, fifth, sixth and seventh sessions.

This fact raises the issue of confidentiality of the institution's data and the protection of that data from interference by third parties.

In preparing the draft provisional agenda for the third session for consideration by the President of the Conference of the Parties at its second session (COP 2), the Executive Secretary took account of views expressed by the Subsidiary Body for Implementation (SBI), notably at its sixth session (FCCC SBI 1997 16, para. 34), the Bureau of the COP and the delegation of Japan representing the host Government of the third session of the Conference of the Parties (COP 3).

The SBI invited Parties to come forward with offers to host COP 13 and COP MOP 3, so that an appropriate decision could be taken at COP 12.
