Iran, therefore, could have included these claim units in the submissions that it filed within these deadlines.

In the view of the Panel, this should involve the services of a qualified senior epidemiologist.

The Panel considers that this claim unit is for claim preparation costs.

The data provide initial evidence that an increase in some cancers occurred following Iraq's invasion and occupation of Kuwait.

Iraq accepts that a small area of Kuwait's coastline was affected by the 1991 oil releases.

These modifications and adjustments reduce the expenses of the compensatory project to USD 46,113,706.

Accordingly, the Panel recommends compensation in the amount of USD 46,113,706 for this claim unit.

Claims preparation costs A number of category D claimants have made claims for claims preparation costs incurred by them, either in amounts specified on the claim form or in general terms.

Under this loss type, claimants may submit claims for medical, burial and other expenses and for the loss of support resulting from the death of their spouse, child or parent (collectively called C3 Money claims).

According to Iraq, without any strong evidence of ecological loss in these habitats, there does not appear to be any basis for the claim in respect of the subtidal areas.

These include inappropriate land use in the areas surrounding the springs, animal wastes and the presence near one spring of a wadi that carries wastewater.

Department of Public Information production costs

Against the net balance of USD 282,329,719.67 claimed, which amount excludes interest and claims preparation costs, the Panel recommends a total award of compensation of USD 161,140,801.39.

Provision of 40,000 is made for miscellaneous claims and adjustments arising from the day to day operation of the Force, excluding third party vehicle accident claims.

The Panel, therefore, makes no recommendation in respect of this claim unit.

The bulk of the costs claimed in the WBC Claim were incurred in United States dollars.

In connection with the evacuation, the Claimant alleges that it paid for buses, catering services and chartered aircraft for its evacuees.

This amount is net of USD 162,456.74 relating to withdrawn claims, USD 28,644,101.99 for interest and USD 477,508.68 for claims preparation costs.

57. As regards third party claims and arbitration costs, the Advisory Committee has expressed concern at the increasing frequency of large claim submissions.

Because the Claimant has filed a separate claim with the UNCC for the remainder of such costs, any determination by the Panel in the present Claim would necessarily prejudge the other claim.

The monitoring and assessment claim of Jordan that was awarded funding in the first F4 instalment and is relevant to claim No. 5000464 is claim No. 5000353.

Iraq asserts that there is no evidence of any mass mortality of sheep, and that Syria has completely ignored other potential factors that explain the fluctuation of the levels of its livestock, such as trans border migration and livestock trading.

With regard to the process and methodology used by Saudi Arabia to quantify the loss resulting from damage to its terrestrial resources, the Panel finds that Saudi Arabia's approach is reasonable.

A number of claimants in the special instalment seek claims preparation costs incurred by them, either for a specific or an unspecified amount.

To the extent that the costs claimed in the WBC Claim can be verified in the present proceedings, the Panel is satisfied, based on the evidence before it and the verification procedures employed, that these costs have in fact been incurred by the Claimant.
