The Working Group concluded that there are current gaps in the organizational learning process and shortcomings in the availability and quality of evaluation and self evaluation findings.

These include guidelines on organizing participatory self evaluations and on managing evaluations.

The Evaluation Office will focus on enhancing evaluation standards and developing an organizational policy aligned with norms and standards recently approved by the United Nations Evaluation Group.

During the first semester of 2005, UNHCR published the following evaluation tools (i) How to manage evaluations Seven steps and (ii) Organizing participatory self evaluations at UNHCR Guidelines.

The first phase will evaluate the rationale and concepts behind the activities of international organizations.

In this regard, ILO was undertaking an evaluation of the impact of the concluding observations at the national level, and intended to present the results at the end of 1997.
