Grouping the P 5 level with P 3 and P 4 might work in one organization, but in another it might very seriously hamper the process and prevent them from obtaining valid and useful results from this pilot study.

Current comparable staffing comprises eight posts (three P 5, one P 4, one P 2 and three GS), of which only two (one P 5 and one P 4) are funded from the regular UN budget.

Of the resignations 70 per cent were from staff in the younger age brackets, lowering the possibility to replace higher level staff with experienced younger staff members.

The Nairobi hub is proposed to remain staffed with eight posts three regular budget (1 P 4, 1 P 3, 1 Local level) and five support account (2 P 4, 2 P 3, 1 General Service (Other level)).

The budget provides for the deployment of 141 military observers, 3,250 military contingents, 78 civilian police, 260 international staff, 474 national staff and 96 United Nations Volunteers.

The D 2 position is the Head of the mission, supported by one Senior Political Affairs Officer (P 5), one Special Assistant to the Head of mission (P 4), one Political Affairs Officer (P 4), one Legal Affairs Officer (P 4) and one Administrative Officer (P 3).

The creation of three posts (1 P 5, 1 P 3 and 1 General Service (Other level)), the transfer of one post (P 4) from component 1 and the abolition of one post (P 4) would result in a net increase of three posts.

In the light of the pattern of regional implementation embodied in the Convention, it is proposed that this unit be headed by an officer at the D 1 level and have four regional components, respectively for Africa (P 5, P 4, two P 3), Asia (P 5, P 4,) Latin America and the Caribbean (P 5) and the Northern Mediterranean (P 4).

The present report contains the revised budget for MINUSTAH for the period from 1 July 2005 to 30 June 2006, which amounts to 518,828,500 and which represents an increase of 48,754,900 from the amount of 470,073,600 appropriated by the General Assembly in its resolution 59 17 B for the maintenance of the mission for the same period.

There would thus be a consequent reduction of one team, composed of four Professional (1 P 5, 2 P 4 and 1 P 2) and two General Service posts, from the proposal of the Secretary General.

In its resolution 1608 (2005) of 22 June 2005, the Security Council extended the mandate of MINUSTAH until 15 February 2006, and authorized an increase of 50 military personnel as well as a temporary increase during the electoral period and subsequent political transition of 750 military personnel and 275 civilian police.
