24.2 Regarding quantifiable activities, 79 per cent of regular budget and 91 per cent of extrabudgetary work months have been utilized in high priority subprogrammes resulting in an implementation rate of 94 per cent, significantly higher than the overall rate of 74 per cent.

The Advisory Committee believes this is a good budget practice and, in the future, standard costs in more budget items should be tempered with actual performance results.

The first option would be to present the performance report on the programme after the end of the biennium to capture actual delivery and to discontinue the presentation of a performance report on the programme in the context of the budget submission.

Regulation 5.3 provides that the biennial programme performance report shall be presented to all Member States by the end of the first quarter following the completion of the biennial budget.

Under this item, the Executive Board will have before it the estimates for the biennial support budget for 2006 2007, submitted by the Executive Director.
