The disadvantages of strengthening Europe s fiscal union further do not end there. Continued progress toward fiscal union would, paradoxically, make political union increasingly unlikely for one simple, but important reason France.

Its long term viability requires the development over time of a full banking union, fiscal union, economic union, and eventually political union. But the process of further European integration has stalled.

Currently, the eurozone is on the threshold of a banking union, with a fiscal union to follow. But, even with only a banking union, the pressure toward political union will grow.

The implication is clear although Europe has made significant progress toward fiscal union, it remains far removed from political union.

The consequences have not been happy. Monetary union without banking, fiscal, and political union has been a disaster.

At the political level, we will strive to support the African Union and regional organizations and to strengthen governance.

The African Union has adopted the African Peer Review Mechanism, whose mandate is to ensure that the policies and practices of participating countries conform to the agreed political, economic and corporate values, codes and standards contained in the Declaration on Democracy, Political, Economic and Corporate Governance of the African Union.

As the eurozone experience proves, sustaining a monetary union requires banking, fiscal, and full economic union. And, once members give up their sovereignty over fiscal, banking, and economic affairs, they may eventually need a partial political union to ensure democratic legitimacy.

In other words, Europe faces a choice between more political union and less economic union. As long as it delays making the choice, democracy will suffer.

It therefore remained a political priority for the European Union, which had allocated 384 million (US 340 million) for such activities since 2003.

It is that commitment that made it possible to develop political and economic cooperation with the European Union.

By contrast, if the currency union s political deficit is addressed now, first by establishing a fiscal union (a common budget and common liabilities), a real political federation will be possible.
