At the 52nd meeting, on 26 July, the Vice President of the Council, Mr. Karel Kovanda (Czech Republic), introduced a draft resolution (E 1995 L.40) entitled quot Coordination of the activities of the organizations of the United Nations system in the field of energy quot , submitted on the basis of informal consultations held on draft resolutions I and II, recommended by the Committee on New and Renewable Sources of Energy and on Energy for Development (E 1996 24, chap. I, sect. A).

Agreement had proved elusive and the decline in renewable resources had continued.

But, as important as high level deals are, they will amount to little unless they are backed by considerable investment in areas like smart grids, energy storage, and renewables. Indeed, the International Energy Agency estimates that nearly 1 trillion worth of investment will be needed annually between now and 2050 to put the world economy on a more sustainable path.

The agreement was approved by the Norwegian Ministry of Industry and Energy on 3 March 1995.

5. Medium term planning and coordination of activities of the organizations of the United Nations system in the field of energy.

It is charged with the task of coordinating and implementing the national energy conservation programme and of raising energy awareness.

Any Party not included in Annex I to the Convention may use Implementing Agreements like those developed by the International Energy Agency (IEA) to be bound, on a voluntary basis, for implementing specific policies and measures or for fulfilling a specific QELRO.

The first international conference to address the issue, the United Nations Conference on New Sources of Energy (Rome, 1961) explored alternative energy sources such as solar, geothermal and windpower.

His delegation hoped that the international community would be able to reach agreement on the recommendations of the Commission on Sustainable Development on the priority issues of freshwater and sustainable energy.

Such protection may derive from international agreements entered into by the host country for the encouragement and protection of foreign investment.
